SENIOR TECHNICAL ANALYST ELECTRICIAN

Reporting to the Project Manager and working under very limited supervision, this position plays a critical role in carrying out the Company’s Strategic Plan and contributing to the success of the CTS Mission. The Electrician Senior Technical Analyst supports and works effectively in a team-based organization, carrying out training systems development, coaching, project management, and administrative responsibilities.

The Electrician Senior Technical Analyst develops the CTS training system which is tailored to the client’s plant operation, maintenance, and collection processes. This classification also supports the planning, organization, and accomplishment of training module material. This classification may, on a limited basis, work weekends and off-shifts based on the operation of the client’s plant.

The Electrician Senior Technical Analyst requires the ability to exercise a high degree of independent judgment and effective decision-making, communication and interpersonal skills.


EXAMPLES OF DUTIES

Works with the Project Manager to develop and assist to implement Strategic Plan objectives and performance measures to meet CTS goals; develops and applies benchmarking data and other work group metrics; ensures that performance measures are tracked and met; works with others to identify and implement process improvements.

Executes the approved Training Module Development schedule to document the work of electricians in operating, testing, cleaning, and maintaining the Client’s treatment equipment and facilities.

Ensures that the Client’s safety program requirements are included in training material; works with Client staff and Environmental Health and Safety experts to identify and resolve safety issues.

Provides technical and coaching assistance to Client’s Electrician(s) to effectively carry out day-to-day duties and responsibilities during training module development.

Ensures that Standard Answers (SA) are developed which provide a tailored standard for training and assessment of Client’s employees; uses CTS software to develop the SA and Competency Assessments (CA).

Ensures that Standard Operating Procedures (SOP) are developed and maintained for all treatment equipment and facilities for which a task competency is developed.

Uses a variety of plant operational data, technical information, and best practices to develop training modules; develop competencies that enhance equipment and process reliability as well as Operation and Maintenance (O&M) processes.

Reviews and evaluates a variety of operational data, including data from the SCADA system, daily logs and tests to incorporate into the training module.

Leverages Capital Improvement Project support to identify a need for future training requirements; researching and providing necessary data to support a training plan for future system installations.

Supports Train-The-Trainer sessions to allow the client’s trainers to use the training system.

Provides significant input to a variety of periodic and special reports, including monthly reports.

Furnishes information and recommends action to the Project Manager and client’s Electrician Manager for improved operational efficiency.

Helps create a strong performance ethic within the CTS team.

Motivates Client’s employee(s), recognizes employee contributions, and maximizes individual development.

Coordinates with other Senior Technical Analysts and the Project Manager to develop a CTS-wide approach to issues.

Incumbents will perform any other duties that are appropriate for the scope and level of responsibility of this classification.


QUALIFICATIONS

Completion of a certified Electrician training program/apprenticeship and ten years of increasingly responsible experience in the operation and maintenance of the electrical systems in wastewater treatment plant and related facilities. Three years of experience in a lead capacity and/or additional education related to wastewater operations, business, or supervision in the public sector are highly desirable. Additional experience beyond the required ten years may be substituted for some or all of the Electrical certification.

  • Applicable public health and governmental regulations
  • Principles, practices, materials, tools, and equipment used in the installation, calibration, maintenance, and repair of electrical motors, electrical control equipment, transformers, circuitry and other types of lighting and power equipment and instrumentation
  • Control systems and electrical theory and application to wastewater and associated facilities
  • Building and electrical codes related to the work; safety practices and regulations pertaining to the work

Skill in:

  • Developing and implementing goals, objectives, policies, procedures, work standards, and internal controls
  • Selecting, training, developing, motivating, and evaluating staff
  • Delegating work while providing assistance as needed
  • Reading and interpreting electrical and electronic schematic diagrams
  • Diagnosing defects in a variety of electronic, pneumatic, and electrical equipment common to instrumentation and electrical apparatus common to a wastewater facilities and pumping stations
  • Operating hand and power tools
  • Analyzing operational problems and recommending solutions
  • Efficiently using materials, staff, and equipment
  • Using standard PC programs, SCADA, and the CMMS
  • Analyzing operating problems, evaluating alternative proposals, and making sound conclusions
  • Agency, and OSHA/CAL-OSHA safety precautions and standards
  • Understanding of NFPA 70E guidelines for protection from Arc Flash / Arc Blast and proper use electrical personal protective equipment
  • Preparing clear, concise, accurate reports, correspondence, and recordkeeping

Ability to:

  • Make clear, concise and effective oral reports and presentations; and deal tactfully and effectively with CTS staff and the Client’s employees
  • Train Client Electricians

Licenses, Certificates, or Credentials:

Must possess a valid Class C California driver’s license, have and maintain a satisfactory driving record, and reliable transportation.

Completion of certified NFPA 70E course for protection from Arc Flash / Arc Blast and proper use electrical personal protective equipment;

Must possess the physical characteristics to perform the critical and important duties of the class, including the ability to climb stairs and ladders, stoop, walk at least a mile a day, and work outdoors in a variety of weather conditions.
