Topic: Keeping Things Flowing While Under Construction

West County Wastewater District is nearing completion of seven construction projects at their 12.5 MGD Water Pollution Control Plant (WPCP). The projects, which were developed as part of the 2014 District-Wide Master Plan, are essential to meeting the District’s goals of replacing aging infrastructure and increasing recycled water supply. The projects include: primary clarifier upgrades, secondary treatment upgrades, miscellaneous mechanical improvements, electrical improvements, plant-wide SCADA upgrades, seismic retrofits, and disinfection upgrades.

With each project considered high priority, the District has risen to the challenge of implementing all seven projects in parallel, while maintaining continuous, reliable treatment of wastewater. This presentation will summarize how plant staff kept the plant operational during construction with limited staff. It will cover temporary shut-down planning, maintaining process stability with reduced tankage, training staff on new processes and equipment, operating temporary systems, and transitioning from construction to permanent operation.

Speaker: Matt Kallerud, P.E.

Matt Kallerud has 4 years of experience in wastewater treatment planning, design and construction. He holds a Master’s degree in Environmental Engineering from the University of California, Davis and a B.S. in Mechanical Engineering from the Milwaukee School of Engineering. Matt started in wastewater as a co-op at Central Contra Costa Sanitary District and now works for Carollo Engineers.
